Mug shots are a saleable project for the Human Traffickers that gain jobs in the law enforcement sector.  Not only do the Victims get disenfranchised, and stripped of thier reputation in advance of other other planed crimes but Victims are sourced by how mug shots are also reviewed by the Sheriffs in the towns they set up as a Traffficking Hub before during and after being elected as Sheriff.
